Lviv real estate market the city is expanding at such a pace that soon there will be no more free space for new constructions. Even now, there is barely enough concrete mixers and trucks with bricks for 120 construction sites. Due to the full-scale invasion and related logistical problems and material price increases, some projects have been put on hold. But there are also construction sites where the noise has subsided due to negligence of developers, court proceedings, and document manipulations. You can't hide behind any war here. The urban planning department of the Lviv City Council is not going to cover up these unfortunate developers, but on the contrary, publishes a complete "blacklist" with all the details.
Problematic residential complexes in Lviv

📍 Residential complex "Lvivska Brama" (Shevchenka street, 418), developer - "Iroks"
Construction began at the request of JSC "Iroks". It started and successfully stopped because someone forgot about the importance of documentation property rights. And about the permission to use the land plot. Because of this, earlier data issued by the Lviv City Council regarding design and construction permits from the State Architectural and Construction Inspection (DABI) were canceled. Currently, legal disputes are ongoing, during which the developer is trying to regain their lost rights and authority.
📍 Residential complex Deluxe-2 (Malogoloskovskaya Street, 12B), developer - MS Imperial
DABi canceled its initial decisions not because of documentation issues, but because of unauthorized construction. Changes were made to the approved project without any coordination. Based on this, the Lviv District Administrative Court on 26.03.2024 ruled in favor of the Inspection - to stop the illegal construction. Currently, the case has been transferred to the appellate court.
📍 Comfort Hill residential complex (Pod Holoskom Street), developer City Lviv Development
Permits are in place, legality is confirmed, and all instances can only praise the developer's responsibility. So what is the catch and why do investors still not know when they will be able to step over the threshold of their apartments and breathe out? The root of the problem lies within the company itself - a corporate conflict has caused a temporary freeze of the project. What will happen next? Only its participants know. We hope that they will finally think not only of themselves, but also of those people who are involuntarily in a state of suspension.
📍 "Forest Hill" residential complex (Na Nivakh street), developer - UDI
"12 floors, that's so many apartments!" - thought the developer and decided to ignore the architectural features of the area and the permitted number of floors. DABI did not hide from anyone that buildings exceeding 4 floors cannot be erected on this street. The contractor, LLC "OLDIMSTROY," arbitrarily multiplied this maximum by 3 and pretended that it was necessary. However, the Lviv court has already decided to demolish the additional floors (from 5 to 12), but the offended DABI does not want to stop there and insists on demolishing the entire building. Such a punishment should be instructive for the developer and his colleagues.
📍 Residential complex "Varshava Home" (22 Varshavskaya Street), developer - "Varshava"
Representatives of the Lviv court clapped their hands with joy when they saw this project from the public organization "Our Ideal City." Here you have a lack of documents for land use, no construction permits, improperly developed project documentation, and violation of urban planning standards - you don't even know where to start. No matter where the court began, the result is the same - on 03/29/2024 a decision was made to demolish the residential complex at the expense of those who built it.
📍 Residential complex Pictorial (2a Volodymyra Velykoho Street), developer - Rubicon Group
The history of Comfort Hill is repeating itself - innocent investors are suffering because of a corporate conflict.
📍 Residential complex "Sikhovska Stena" (8a Antonicha Street / Maydan Street), developer - "AGK"
Contractor "Iroks" also stood out here. Taking his work on the "Lviv Gate" as an example, he decided not to bother with obtaining documents.
📍 Residential complex SVOЇ PARKHOUSE (3 Resort Drive), developer - SVOЇ DEVELOPMENT
The construction permit from the State Architectural and Building Inspection is available, but the Inspection overlooked the recreational purpose of the plot. The Lviv City Council was more attentive and referred the case to the regional prosecutor's office for review.
📍 Rubicon City residential complex (Koltsevaya Street, 17), developer - Rubicon Group.

📍 Residential complex "Villa Varshava" (54 Varshavskaya Street), developer - "Varshava"
It was decided to turn the existing building into a multi-apartment house. DABI did not appreciate this heartfelt impulse and turned to the Lviv District Administrative Court. After all, a violation of urban planning norms should not go unnoticed. A final decision on the case has not yet been made, but it is unlikely to be so unpredictable.
📍 Residential complex "Persenkivka" (42 Ternopilska Street), developer - "Iroks"
Just the name of the developer suggests that there is a catch to be expected. And indeed, the story with the lack of everything necessary repeats itself.
📍 Residential complex "Panoramic" (17 Pod Goloskom street), developer - "Omega Lviv"
The violation is not significant compared to those already considered, but it can be fatal with further operation. The State Architectural and Construction Inspection found that instead of non-combustible materials for insulation, polystyrene was used. In case of fire, it will turn the house into a giant match in a matter of minutes. The violations have not been rectified so far, so construction is temporarily suspended.
Illegal construction violating norms is also taking place on 112 Varshavskaya Street and in the village of Bryukhovychi on 2 Shirokaya Street and Independence of Ukraine Street.
